Michael has over two decades of business, policy, advocacy, and communications experience and has been at the forefront of several high profile domestic and global health reform and technology efforts. He has been nationally recognized as a leader for his strategic, innovative, transformative approaches to his work and achieving programmatic success.
Michael most recently served as a state's deputy insurance commissioner where he led the public affairs division, overseeing communications, engagement, and user experience efforts. He previously served as a founding member and chief marketing officer for the Washington Health Benefit Exchange that powers Washington Healthplanfinder, the state’s online health insurance marketplace. Michael was instrumental in the creation of the Exchange and responsible increasing enrollment and revenue; overseeing branding, marketing, advertising, public relations, and public education; supervising retail locations and fashioning the online customer experience. Michael also oversaw the Exchange’s multimillion dollar grant program that activates more than 2,500 community organizations, health insurance producers and volunteers statewide. He and his team were recipients of the PRSA Silver Anvil Award for the best nation’s best consumer marketing in health care as well as a PRSA Summit Award for best DEI campaign.
Prior to joining the Exchange, Michael helped launch the state Health Care Authority's Medicaid Electronic Health Records Incentive Program that provided more than $300 million in federal payments to participating professionals and hospitals. He also served as a director in Microsoft’s health innovation division, working on consumer and enterprise health technology solutions, and the Centers for Medicare and Medicaid Services where he oversaw public affairs efforts in 11 states and earned the U.S. Department of Health and Human Services Secretary’s Award for Distinguished Service related to advocacy and outreach. Michael a deputy for Gov. Gary Locke of Washington providing guidance on numerous issues including transportation, technology, healthcare and the environment.
Before moving to Washington state, Michael was involved in the planning, launching, and growing of numerous technology and ecommerce properties including Microsoft's UltimateTV, drugstore.com, ehealthinsurance.com, and audible.com. He also spent time in sports marketing and worked on the national and global events for NBC and CBS television networks, FOX Sports, the USTA's U.S. Open tennis, Madison Square Garden, The New York and Boston Marathon, and for high profile event sponsors including Prudential Securities, American Express, MasterCard, BMW, and others.
Michael frequently presents at national conferences and has appeared in The New York Times, The Wall Street Journal, The Washington Post, The Seattle Times, The Los Angeles Times and other online and print publications. Michael also has appeared on NPR’s Morning Edition and CBS Nightly News and is often on local television and radio highlighting critical consumer information.
Michael has been a guest lecturer on communications and marketing at N.Y.U and University of Washington. He received a Bachelor of Arts in political science from Franklin & Marshall College in Lancaster, Pa. and studied behavioral economics at the University of Chicago.
